Ofcom plans for Ramadan 2010

The radio regulator is inviting applications to operate short term RSL stations during Ramadan 2010.

The window of opportunity for the sough-after licence period is between Friday 7 August and Thursday 3 September 2009 at 17:00.

Ramadan is a time for which Ofcom receives a lot of competing Restricted Service Licence applications, and they accept these over a four week period, rather than on a ‘first come, first served’ basis.

Ofcom reminds applicants that only a fully completed and signed application form, accompanied by a cheque for the application fee of £400, can be considered. If there are not enough frequencies, Ofcom will place competing applications in to a draw, at which stage an applicant can withdraw and receive a full refund of the application fee. Application process for Ramadan radio services in 2010

Anyone wishing to apply for a short-term radio restricted service licence (S-RSL) during the period of Ramadan in 2010 is invited to submit their application between Friday 7 August and Thursday 3 September 2009. Ramadan is a period for which we receive a lot of competing S-RSL applications, and we plan to accept these over a four week period, rather than on a ‘first come, first served’ basis. Only a fully completed and signed application form, accompanied by a cheque for the application fee of £400, can be considered. Please only send one form this year.

Any application for a broadcast for Ramadan that is received after the dates set out above will be considered only if it is for a broadcast in an area for which we have not already received an application.

Ofcom receives a large number of S-RSL applications for broadcasts during Ramadan. In places where only one application is received, we may be able to offer a licence to that applicant. However, in many areas we receive a number of competing applications, and in those circumstances we will draw lots to decide between them, as we have done in previous years. All licence awards are subject to the availability of suitable frequencies. Due to the general lack of suitable FM frequencies, particularly in major conurbations, groups in the same region may be competing for frequencies with one another, even though the areas they wish to cover do not overlap. This may apply to some applications which may appear to be in ‘uncontested’ areas. In such cases, we may have to put applications into a draw to decide between them. If S-RSL applications for other purposes are received during this period but for overlapping dates, they may be considered alongside applications for broadcasting for the Ramadan period.

When a draw is necessary, we shall inform all applicants concerned that their application will be entered into a draw. If an applicant wishes to withdraw their application at this stage, they will receive a full refund of the application fee. If the application is entered into the draw and is unsuccessful the fee cannot be refunded. Licenses are issued at the discretion of Ofcom, subject to the conditions for their issue being met (as set out in the document ‘Restricted Service Licences: Notes for Applicants’), and the availability of a suitable frequency.
